Hello,
Looks like the CMS database driver / connection middleware is causing a problem.
Check the DSN name, make sure no special characters are included.
Make sure the CMS database DSN's Test Connection returns successful.
If not, there will be a database connectivity issue.
You can also open up Central Configuration Manager -> SIA -> Properties -> Startup tab.
Are you able to successfully retrieve the clustername?
If not, what is the error message?
