Next time, please create your own query instead of posting a new query under someone else's discussion.
In the top right section of the Welcome SCN screen, under the header "Find Top SCN Resources", you should be able to find the hyperlink to the Wiki Homepage.
Then, under the header "Solutions", look for the hyperlink to the "ERP Human Capital Management" Wiki, and then follow the hyperlink to "Core Area", where you will finaly be able to see the hyperlink to HCM Time Management.
